&lt;p&gt;The work of the State Coverage Initiative (SCI)&amp;nbsp;and the Ohio Health Quality Improvement Summit did not go unnoticed in the budget proposal presented this week by Gov. Ted Strickland. In spite of what he has called the tightest state budget in 46 years, Strickland has set aside $26 million for health coverage and quality programs, according to&amp;nbsp;a summary released by the Department of Insurance.&lt;/p&gt;
&lt;p&gt;SEIU&amp;#39;s John Burant was one of 12 appointees to the SCI board that met last year to develop recommendations on how Ohio could move towards expanding health coverage for an additional half million Ohioans who are currently uninsured.&lt;/p&gt;
&lt;p&gt;If approved by the General Assembly, the Governor’s health reform plans, based&amp;nbsp;in part by the work of the&amp;nbsp;SCI,&amp;nbsp;would enable 110,000 previously uninsured Ohioans to acquire coverage, according to administration estimates. Nearly half of the reduction to the uninsured population would come as a result of a plan to cap the cost of open enrollment, which would allow an estimated 52,000 more Ohioans to get coverage. &lt;/p&gt;
&lt;p&gt;The budget sets aside $20 million for expanding the use of electronic health records and also would create the Ohio Health Care Coverage and Quality Council, which would oversee funding for, and implementation of, the Ohio Health Quality Improvement Plan, a series of strategies first developed during the Ohio Health Quality Imporvement Summit in November. &lt;/p&gt;

With the increasing number of issues being brought to the ballot in Ohio a number of ambiguities in the law have been uncovered. This amendment would require petitions be filed with the Secretary of State at least 125 days before Election Day, extending the time the Secretary of State has to review the signatures that have been gathered. When the Ohio General Assembly debated the Great Lakes Compact (a multi-state piece of legislation to protect the public interest in the use of the Great Lakes) earlier this year some legislators expressed concern about the potential impact on private property rights for those near Lake Erie. SEIU believes that the two-week payday loan product with a 391% APR interest is designed to capture borrowers in a cycle of debt that forces individuals to repeatedly borrow larger and larger amounts. This predatory lending practice is bad for Ohio. The coalition succeeded in passing a law to cap interest rates on small loans at 28% APR. Now the payday loan industry has funded an effort to undo this law by placing a referendum on the ballot. In addition to seating 49 new Executive Board members, 10 officers and a president, the 210-member board outlined a bold new vision to improve the lives of working people.&amp;nbsp; Executive Board members also recognized the commitment of several candidates whose vision and values align closely with that of the Union.&lt;/font&gt;&lt;/p&gt;

They plan to spend upwards of $20 million on this campaign.&amp;nbsp;&amp;nbsp;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;

Feb. 19.&amp;nbsp; A young wall washer in 1964, brother Harris was a part of the original 
organizing drive at Lutheran Hospital in Cleveland.&lt;br /&gt;&lt;br /&gt;When workers at 
Lutheran Hospital won the Union, he was elected to the SEIU bargaining team and 
remained a Union leader throughout his 44 years of employment.&amp;nbsp; At Lutheran 
Hospital, brother Harris went on to become a painter, eventually retiring as a 
groundskeeper.&lt;br /&gt;&lt;br /&gt;When brother Harris retired in 2007, he was recognized by 
SEIU District 1199 for his tireless service for workers&amp;#39; rights and equality.&amp;nbsp; 
As late as January, SEIU members continued to seek his advice and counsel from 
his bed as a patient at Lutheran Hospital.&lt;br /&gt;&lt;br /&gt;A memorial gathering will be 
held for brother Harris before he is taken to Alabama for his funeral.&amp;nbsp; Our

&lt;P&gt;CLEVELAND — Cleveland is suing 21 of the nation’s largest banks and financial institutions, accusing them of knowingly plunging the city into a financial crisis by flooding the local housing market with subprime mortgage loans to people who could never repay. &lt;/P&gt;
&lt;P&gt;The city is seeking “at least” hundreds of millions of dollars in damages, Cleveland’s law director, Robert J. Triozzi, said Friday. The list of defendants includes some of the most prominent firms on Wall Street, like Citigroup, Bank of America, Wells Fargo, and Countrywide Financial. &lt;/P&gt;
&lt;P&gt;Mayor Frank G. Jackson said in an interview on Friday that the companies would be “held accountable for what they’ve done.”&lt;/P&gt;

&lt;P&gt;NEW YORK, Dec 14 (Reuters) - Key funding for Carlyle Group's $6.3 billion leveraged buyout of U.S. nursing home giant Manor Care Inc.&amp;nbsp;has been pushed to the first quarter of 2008, delayed from initial investor expectations amid sour markets and regulatory delays.&lt;/P&gt;&lt;SPAN id=midArticle_2&gt;&lt;/SPAN&gt;
&lt;P&gt;The deal has drawn organized protests from consumer and labor groups fearing that pressure for greater profits will worsen care for senior citizens and conditions for employees. In West Virginia, a state authority on Friday will reconsider its prior approval of the deal after a request from a union.&lt;/P&gt;&lt;SPAN id=midArticle_3&gt;&lt;/SPAN&gt;
&lt;P&gt;"The hope is that the Health Care Authority will reexamine the terms of this deal," said Sherri McKinney of the Service Employees International Union, which requested the review.&lt;/P&gt;

&lt;P&gt;Andrew Stern, maybe the most powerful union boss in the country, doesn't always act the part. &lt;BR&gt;&lt;BR&gt;As president of the Washington-based Service Employees International Union, Stern, 57, has attracted attention for standing with Wal-Mart Stores Inc. Chief Executive H. Lee Scott Jr. and other corporate leaders, some of them decidedly anti-union, to push for a healthcare overhaul and for meeting with government officials in China in an effort to help improve working conditions there. &lt;BR&gt;&lt;BR&gt;In Los Angeles and across the country, Stern has helped negotiate significant wage increases and benefits for janitors, nurses, security guards and others in the fast-growing service sector. &lt;H3 class=release&gt;Supporters Say Basic Protections for Home Care Workers Will Ensure Care for America’s Elderly and Disabled&lt;/H3&gt;&lt;STRONG&gt;WASHINGTON, DC —&lt;/STRONG&gt; Today (Oct. 25, 2007), lead counsel for The Service Employees International Union, the nation’s largest healthcare union, joined a home care worker and disability community advocates to testify before Congress in support of legislation that would close a loophole that denies home care workers overtime and minimum wage protections. &lt;BR&gt;&lt;BR&gt;The Fair Home Health Care Act, introduced by Sen. Tom Harkin (D-Iowa) in the Senate and Rep. Lynn Woolsey (D-Calif.) in the House, was inspired by the plight of 73 year-old home care worker Evelyn Coke. After more than 20 years of work that sometimes entailed four 24-hour days a week, sleeping at a client’s home, and rarely receiving time-and-a-half compensation for the overtime work hours, Ms. Coke sued her employer. In June of this year, the U.S. Supreme Court ruled that Coke, and one million caregivers like her, could be denied overtime pay and minimum wage under the “companionship exemption” of the Fair Labor Standards Act (FLSA), which categorizes home care workers as casual helpers, like babysitters. &lt;BR&gt;&lt;BR&gt;“Excluding these workers from the minimum standards contained in the FLSA is both unsound labor and employment policy and unsound long term care policy as we face a growing shortage of workers willing and able to perform these essential services,” testified Craig Becker, SEIU lead counsel in Ms. Coke’s Supreme Court case. “Today’s home care workers can no longer be compared to the neighborhood teenager who babysits on Friday night.” &lt;BR&gt;&lt;BR&gt;When the FLSA was extended to domestic employees in 1974, home care was largely provided by neighbors and friends. Since then the home care industry has experienced explosive growth – with more than one million home care workers in the United States provide care for the elderly and people with disabilities in their homes, and help with daily emotionally and physically demanding activities such as dressing, bathing, cooking, cleaning and transferring--yet they are still excluded from basic protections of the FLSA. &lt;BR&gt;&lt;BR&gt;The Department of Labor lists home care work as the nation’s fastest growing occupation in the U.S. But low wages, poor hours, and lack of health insurance, sick, and vacation time have led to high turnover in the industry. &lt;BR&gt;&lt;BR&gt;“As the baby boom generation ages, the number of people needing care at home is expected to double,” said Gerry Hudson, SEIU Healthcare Executive Vice President. “If we hope to meet the needs of this growing elderly population, we must invest in a living wage and health care coverage for home care workers. &lt;P&gt;Late in September, Congress renewed SCHIP for $35 billion over five years. The program currently provides health coverage to nearly 145,000 Ohio children. Congress’s reauthorization would provide health coverage for more than 4 million additional children across the United States.&lt;/P&gt;&lt;B&gt;
&lt;P&gt;Last week, President Bush vetoed SCHIP reauthorization. We need to encourage Ohio’s members of Congress to override the veto. Please call your United States Senators and Representatives TODAY!&lt;/P&gt;

&lt;P&gt;Previously, most senior citizens and disabled Ohioans were excluded from the Homestead Exemption because of income tests. The new exemption offers eligible homeowners, regardless of income, the opportunity to shield up to $25,000 of the market value of their homestead (the dwelling and up to one acre of land) from property taxation. &lt;BR&gt;&lt;/P&gt;
&lt;P&gt;The catch? Seniors and disabled Ohioans who weren’t previously eligible must apply with their local county auditor by Oct. 1, 2007 in order to take advantage of the Homestead Exemption, which will save the typical homeowner about $400 per year.&lt;/P&gt;

&lt;P&gt;&lt;B&gt;&lt;SPAN class=dateline&gt;COLUMBUS&lt;/SPAN&gt;&lt;SPAN class=dateline-separator&gt; - &lt;/SPAN&gt;&lt;/B&gt;Gail Meyers was newly divorced with a 6-year-old daughter, a full- and a part-time job and a payday loan she couldn't get out from under.&lt;/P&gt;
&lt;P&gt;Every other Friday she would go to a payday lender in Columbus and hand over $345 in cash. The lender would then rip up a check from Meyers for a like amount that she wrote two weeks earlier.&lt;/P&gt;
&lt;P&gt;The next day, Meyers would go back to the lender, write another check for $345 and get $300 in cash back -- enough to keep her going for the next two weeks until she could repeat the process again.&lt;/P&gt;
